Judge rules on Hurrican Katrina

UNDATED - A federal judge is blaming the Army Corps of Engineers for the devastating flooding that came in the wake of Hurricane Katrina.

On Wednesday the judge ruled in favor of residents who say the army corps' monitoring of the Mississippi River-Gulf outlet created flooding in New Orleans.

The Saint Bernard Parish president says it's a victory for those in the area.

Since the storm in august of 2005, locals called the flooding a man made disaster that was caused by the army corps lack of maintaining the levee system.
